McMahon led a multi-disciplinary team and completed a comprehensive feasibility study to improve multi-modal circulation in downtown Paoli and enhance access to the future SEPTA Intermodal Transportation Center and proposed station area private development. The project involved close multi-agency coordination with the project partners including, Tredyffrin Township, PennDOT, Chester County, DVRPC, SEPTA and Amtrak. The project also included an extensive community and stakeholder outreach program, including a safety audit, stakeholder meetings, community visioning workshops, and an interactive project website with online surveys.
McMahon completed an evaluation of existing conditions by collecting data, conducting a road safety audit, soliciting public feedback, and researching best practices. McMahon developed conceptual designs for roadway and intersection improvements, multi-use trails, on-road bicycle lanes, streetscape improvements, as well as traffic calming and access management strategies.
Due to the McMahon Team’s comprehensive outreach efforts on the Paoli Road Improvement Feasibility Study, over 1,000 people participated in ten stakeholder meetings and three community workshops, while the project website (www.paolionthemove.org) received more than 4,150 unique visitors. Also, the McMahon Team coordinated a multi-disciplinary team to conduct a road safety audit and received over 500 response to a community survey.
The study included a detailed evaluation and comparison of the multi-modal improvement alternatives based on community objectives and other considerations. An implementation plan was also developed to provide guidance to the Township with respect to needed regulatory actions, organizational needs, further studies, and funding. As of mid-2015, the Township had successfully secured over $1.6 million to implement a multi-use trail, an adaptive traffic signal control system and pedestrian crosswalk improvements recommended by the study.
